ds lite broken (fuses?) help

Hello. My DS Lite is broken. It turns on to a solid green light which stays solid but there is no sound or picture on either screens. It also charges fine. Does this mean that the fuses are blown?

No the fuses are fine.

I have seen this problem twice
1) the wifi board inside - replaced it and worked fine
2) it was the motherboard - I scrapped the DS
