R4 cheats don't show up

How come when I boot up my r4 and the cheats don't show up. When I use YSMenu, only some cheats show. For example, Diddy Kong Racing Cheats show up but Starfy cheats don't. All the game IDs are correct and the file size is okay (2 MB).

I have an R4-III Upgrade
