Local ISP putting a cap on download. Will subsribing to a VPN, mask the IP so the local ISP provider is not aware of the amount of download usage?

Nope, your ISP can tell how much you are downloading. In order to connect to a private vpn, you have to have a internet connection, and through this your ISP can tell that you are accessing the internet. They have tools and ways to tell how much band with you are using, and what ip addresses you are connecting to. There are ways to mask what you are downloading(torrents, movies, music, ect)but you can not hide the amount of data/band with that you are using.

Yes the VPN will hide what you are doing but keebles is correct. It is impossible to hide your usage unless you steal some other connection.

OK...so the amount of download would still exist. I tested one of these free VPN and noted it gave a different IP from my real IP....would this prevent my ISP from knowing what I am downloading or where I am on the internet?

Oh come on! Think about it. How do you think the stuff gets to your computer? The VPN can fool most entities but not the company that services YOUR IP address. You are using their highway and they have meters on it. As I said before the only way you can fool them is NOT use your modem with your IP address on it. If it goes through your modem they know about it. They may not know what you are doing but the surly know how much you are doing. Go ahead try it and see.

packet interception by isp.. decrypt packets destined for you and the header contain a datatype and source/destination address. if it's p2p data packets it contains packet number and file identifier as well. Don't think isp's have the number crunching power to do this?.. really??.. they have massive infrastructure at their disposal.. they are isp's. They are intercepting monitoring and storing ALL email and data transfer between you and anybody else.. (including phone conversations/text messages etc) because they believe you are a terrorist until proven otherwise, and even then don't believe it.. "free west" government new surveillance laws.. forget privacy, that went out of the window a few years ago... When you have "man in the middle" status you can see everything passing through your hardware.. the only constraint is.. can you be bothered.

This is probably what they use to track you and anything else they want to do.

It came on the sceen when the P2P rate was doubling each year and was some where around 50% so the fear was P2P would consume all band width. This software changed the tide and has been slowly squeezing the P2P traffic. They are doing it slowly only because they don't want to lose customers. They have the power to eliminate it with just one command.

The ISP gives it a 'job' and the AI figures out what to do and carries it out. It was first used for P2P monitoring, then traffic shaping. It has an AI module, a database module, a monitoring module and an action module. In most cases the ISP doesn't even monitor what it does so they can plead ignorance if it is doing something illegal.

How I believe it works is, the ISP give it a task such as monitor all P2P traffic of their clients. We know it will log start & stop times, how big was the job, what the job was when did it originate and where did it go. It keeps them forever. Then it can act given a complex set of parameters such as how much you have used in the past, the current time and what action to take such as throttle 80% or throttle to 50 kb/sec. I didn't know about the emails but that sure fits. They can easily have it hold any email that contains certain words or coming or going to a specific place.

It is 'Big Brother'

you can fool people some of the time, but not everyone all the time, yakusa22. it takes probably more than a subscription to VPN to achieve what you want. (response to your 2nd question)

So the best we can achieve with the VPN is anonymous surfing? I noted a VPN service from Kazakhstan. Noting that western countries do not have a "good" relationship with kazakhstan, how would western authorities know of internet activities if you used this VPN service? Thoughts?

No it does much more than that but you can't spoof your ISP. You will spoof the rest to a certain degree. Kazakhstan will be less likely to give away your privacy. I a more friendly country they would honor a court order.
