I have been looking for this program for about a year and found it. It creates Blurays that fit perfectly to a 8.5 DL DVD or even a 4.7 DVD from the BDMV file structure of a BD. Creates Blurays from MKV files that may even be 8.3Gigs which is impossible with other decoders as it will go over the 8.5 DL limit when creating the structure. The program works flawlessly and its FREE, actually its donationware and I donated twice since it is so tottaly worth it.
