Final Fantasy 7 from 5.00 M33 - plz help!

I've read through a ton of different forums and topics for almost 2 hours, no suggestions have worked so I'm posting.

I'm running 5.00M33. I want to play FFVII. Tried following this guide but it didnt work: http://forums.afterdawn.com/thread_view.cfm/628073

I downloaded all pops from 3.00 - 3.72, and tried to run FFVII from many different ones (when the selection screen comes up when you first load the game, you can choose which pops to run) but none worked.

I keep getting the error saying "The game could not be started. (80000004)"

I have 2 different copies of the eboot and keys.bin files so I don't think that's the issue. Both were downloaded as my copy of FFVII died years ago :(

What does this error imply? Am I better off just saying **** it and downgrading to 3.71M33 and playing it?
