help needed, pc has power but wont start

Just like above, I bought a zm600-HP today along with cm690 ii advanced case.
Installed everything, now when I turn-on the pc, all the fans twiches but after that nothing happens. I'm pretty sure its not the Psu nor would it he the Mobo tho...
What could be the problem???

it now runs with out power to drive but when I install a new clean hdd it runs but pc can't find it the hdd
I doubt its the Psu, cause I use SATA power cable to power the dvd Rom and its able to work and recognizes it yet it doesn't recognize the hdd? How weird is that? And there is no ways that the Psu is too weak, since my last Psu was only 350w and it runs nicely

ide or sata? when pc can't find the hd i presume the bios can't or are you saying windows can't find the hd?

It's a SATA and BIOS can't find it...but I felt the hdd, doesn't feel like its spinning...but the BIOS can see the SATA dvd Rom but not hdd...not sure if its the Psu tho, a faulty one maybe?

Biostar I45 Mobo
HD4850 1GB
2gb RAM
Q9400 cpu
ZM600-HP
Don't think ill draw that much power

is the power cable part of psu or an adapter? does the psu have anymore sata connectors? have you tried the dvd rom cables on the psu?

It's a modular Psu, and yes swopped both cables and both work on dvd Rom and not hd...I've tried all cables
Could it really be the hd?
Ok when ever I plug the hd with OS on, it doesn't start, the power and lights flickers then stops...but if I take the hd off the pc runs???

I tried the one with the OS on, which the pc won't boot, so I tried a new hd, the pc boots but the hd doesn't seem to be running

if new hd doesn't have windows then it won't boot. the hd with windows on it, did it come with that pc or from another pc with windows already on it?

Yeah I know it doesn't boot, that's why o was hoping to reinstall Windows cause I think the old one is dead...
and all my components are the same I just got a new Psu and case...so I don't know why it does work?

check in the bios or user\motherboard manual about changing the settings for the sata to maybe compatibility mode or enhanced mode.

Hmm...I have tried both mode in the BIOS for the sata settings...still not want work, but like I've said before, its able to see my dvd drive, which is also sata and the flat power cable...so I think it could be the hd problem?

It seeks like the hd, cause I plugged in another Psu, and still not spinning, but when I plug in the hdd with OS on the smoke start coming out
