Trouble with new PC

Hey everyone. I tried building my first PC, and I've hit a snag somewhere and was hoping someone can help me figure out where I went wrong.

Asus P6T Motherboard - LGA 1366, Intel X58
Intel Core i7 920 Processor BX80601920 - 2.66GHz, LGA 1366
Ultra LSP650 650-Watt Power Supply
OCZ Gold Tri Channel 12GB PC12800 DDR3 Memory
NZXT Tempest ATX Mid-Tower Case
EVGA GeForce 9500 GT Video Card - 1GB DDR2, PCI Express 2.0
Seagate 1.5TB Serial ATA HD 7200/32MB/SATA-3G

I'm no engineer, but to the best of my ability I believe everything has been hooked up correctly. When I turn it on, the mobo lights up but doesnt boot. Some of the fans attached to the mobo run, while others do not(One in particular sputters like its trying to turn, but never gets to full speed). I attached two optical drives to the power supply that also do not open when the computer is on. I don't hear any beeps or anything to make me think its booting, but i hear like a clicking that makes me think of a stalled engine or something(Might be just one of the fans though, I'm not sure). I ordered all these parts over a month ago and was waiting till school got out to put it all together, so I can't return anything unfortunately.

Any ideas on what I might have wrong here. Mobo issue? Power? Faulty hookup? Thanks for all the help.

I would be tempted to blame the power supply, Ultra PSUs are pretty dire. That's the most likely explanation for that set of problems.

try just connecting the mb/cpu/ram/videocard to the psu after seating the ram, videocard & power cables.

In my experience, they are terrible power supplies...but they tend to have fewer DOA issues than Asus mainboard.

Turns out it was the power supply. I swapped it with one I had in an older rig and now it works fine.

But of course, I have hit a new snag now. As I started installing my drivers, I see that my OS says that I only have 2.9 GB of ram when I actually have 12GB installed. I'm certain that all the sticks are in correctly. Any ideas on where my missing ram is?

i'm guessing you're not using x64 OS. either need vista x64 or win7 x64 to use more than 4gigs of ram.
