It's more than enough. The PC I've spec'ed only uses about 250W at full load. DDR3 RAM offers no performance benefit to Socket 775 CPUs, and Crucial is a much inferior brand to Corsair. However, thanks for pointing it out, as that's actually a DDR3 board, I didn't notice. The Komplett.ie range of motherboards is absolutely dire, that was about the only board on there that's any good. Unless you can buy from somewhere other than Komplett, you may as well buy that board and some DDR3 (but not Corsair) simply to avoid the other crap they sell.
There are many, many things wrong with the other build.

Nope, the Q9550 is better than the X4 955 in pretty much every way, and the i5 750 flattens it. Unfortunately it's not a great time for AMD fans at the moment.
You've now chosen a core i5 CPU with an old Core 2 board and DDR2 RAM.
Correction:
Mobo: Gigabyte GA-P55-UD3 109
Proc: Intel Core? i5 Quad Processor i5-750 185
Ram: Corsair Dominator DDR3 1600MHz 4GB CL8 112
Graphics: ASUS Radeon HD 5850 1GB GDDR5 277
HDD: WD Caviar® Black 750GB, 3,5", SATA 76
DVD drive: Sony NEC Optiarc DVD±RW burner AD-7200A, 20
Blu ray: Going to wait
Sound card:?
PSU: Corsair HX 650W 115
Case: NZXT Tempest 89
Monitor: LG 22" LCD W2261VP-PF 185
Speakers: Logitech Z-2300 Speakers 2.1 THX 125
Keyboard: Razer Lycosa Gaming Keyboard, 79
Mouse: Logitech MX518 Optical Mouse 27
The 650W PSU is still overkill, but at least it's a good one this time, and allows for future upgrade potential. If not upgrading the system later on you should still be sticking with the 450W unit.

Worse than the Gigabyte UD5P you had before, much worse. And besides, an expensive board doesn't make up for the shortcomings of the AMD CPUs. The i5 750 and Gigabyte P55 board is your best choice. Good choice on the HD5850 though, that's a much more powerful card than the HD4890 and ultimately, better value.

Looks relatively good. I'm not a fan of Asus video cards but Powercolor are worse and Komplett don't have any other brands.
Onboard sound is fine for most purposes, just don't expect the sound quality to match that of a proper sound card.

I assume by Asus you mean the Asus graphics card. As far as I can see Asus HD5850s are currently reference designs, so they will be more reliable than Asus' other cards as Asus haven't actually designed them.

The CPU does come with a cooler, it's not great but it's alright. The CNPS10X on the other hand is a terribly designed cooler. You can either go with a Freezer 7 Pro V2 (if you're not overclocking) or buy a Thermalright MUX-120 cooler & bolt-through kit.
The RAM I posted will work with the core i5 - I wouldn't read much into komplett's specs, most of them are wrong.
