MultiAVCHD BD-R25 problem

I chose "fit all" and "BD-25". In the end I got a file that was 24.1GB!! I tried to reduce the size of the three files in my project from 7600MB each to 7000MB to compensate in the "author" tab. MultiAVCHD still did not want to transcode any further saying "nothing to be done". ???

How can I shrink my 24.1GB bluray files to 23.8???
