I bought a preowned copy of Devil May Cry 4, and I looked at the back of the disc, it's really good, light, very light scratches. But the edge of the disc it has this white powdery coarse marks around it. Like it's not covering the whole discs edge, just some parts, maybe 50% overall. I can basically use my finger nails to scratch it off, it's like hard powder buildup. It's not thick or anything, it's paper thin.
Anyways, my theory is that the disc has been in some sort of disc cleaner using a liquid, and its the build up of the liquids residual hardnered to the edge of the disc.
Anyways, anyone else encounter this ? Is it safe to put the disc into the console ? Is it a sign that the disc is completely damaged ? Is it something else ?

It could be delamination. See if you can clean the disk with a mixture of Isopropyl alcohol and water.
I would not use it until you can figure out what the problem is.
