Seems to be back up. Downloading OFW 3.61. I'm in Canada so this may not necessarily apply to where you live.

EDIT
It seems to be just to update the old OFW from 3.60 to 3.61. Still can't sign onto PSN.

I saw the handy US Map. I'm in Canada so it doesn't really do me much good.I'm not that far for NY so you'd think they can include Atlantic Canada to the restoration but I guess not :S. Ahh well. At least we know that it will be back soon.

Its up for Canada. Online play is in fact back up but the store is still under maintenance.
