Best m2ts AVCHD to set top DVD conversion?

Hey guys. So I have a Sony XR520V camcorder that records 1080i video to m2ts AVCHD files. I need to convert the videos to fit on DVD5's, and I'm wondering what software would yield the best quality? Sony's Picture Motion Browser only has only two options, high quality and low quality. High quality makes the files too big for the disc, and low quality compresses it so much that there is a whole GB of unused space left on the disc. I need something that could compress the video to fit the disc almost exactly and with the best quality possible for DVD5. Any ideas?
