Good (Free) Program for Accurate Beat Finding and Music Cutting

So, I want to do some music cuts, like cutting 4-5 minute songs down to between 1:30 and 2:15. It's for a rhythm game, so the cuts need to be extremely accurate to the millisecond (or as close as possible).

I've had some success with one song in Audacity, but it's extremely tedious and not necessarily accurate, because
1)when I create a click track, the waveform of the click track is longer than a pixel when zoomed in, and I'm unsure of where exactly to cut, and
2)it's extremely difficult to line the click track up with the music by ear

My question: Is there a free program out there that can very accurately find beats and allow me to cut music on these beats? I can use MixMeister BPM Analyzer to find the BPM; the song clocked in at exactly 125BPM. I can spend some money if I need to, but I'd prefer not to. I know Audio software is usually pretty expensive anyway.
