I have a 720p MP4 that I want to make playable on normal PAL DVD players.
Which program would yield the best results as far as quality is concerned?

Try DVD Flick, it handles a wide range of video types and will optionally burn the disk.

I gave this a try last night, it seems to have worked. Even has the ability to create an ISO.

I was a little premature in my response.

It seems no matter what video setting (PAL, NTSC, NTSC Film) I choose, it is out of sync.

I tried NTSC Film which gave the same fps; I even tried giving it the same 128Kbit audio... still of out sync.

What could be causing this?

Sometimes variabe frame rates within the source can cause issues.
Try AVStoDVD.
