MKV file juddering big time

I have this file now that after 1 minute or so starts juddering at the slightest camera movement. I tried to play it on the pc with VLC and on my tv with WD Live (using USB flash) and it behaves exactly the same, which makes me think that there is something very wrong with it. Re-muxing it with MKVmerge and giving it to Meteorite din't improve it at all. Following are the specs according to Mediainfo, hoping someone could find the problem and maybe the way to solve it:
