Is there a program out there that can transfer low quality flash videos to a higher quality then what it is? I have programs to convert it to different formats but not sure if there's a way to clean the clips up to a better quality. Any feedback on this subject would be much appreciated, thanks!

You want to convert low quality into higher quality......not possible, unless you have the original source of the videos or you can find some higher quality ones somewhere out there.
