HP = CMC media, not too great.
More info on the best blank discs.

DVD-R is the official format from DVD Forum.
DVD+R is the rogue format from RW Alliance.
Little difference in how they perform.
More on DVD-R vs DVD+R

Indeed, buy Verbatim.

DVD-R is a format approved by the DVD Forum for recording sequential video files onto an optical disc. The format is also suitable for data recording. It uses pre-pit marks molded into the substrate for addresses. The DVD-RW is the rewritable version of the format.

Philips, Hewlett-Packard, and Sony were unhappy with the DVD-RW design because it is still meant for sequential recording. Putting data on the disc meant that one could only keep recording until the disc filled up. Erasing a file did not increase any capacity; and formatting and full erasure took 90 minutes. These three companies developed--or brought out of development--a rewritable disc that could be formatted to operate like a floppy disk. Erasing files increased capacity. Discs could be edited. Formatting took place in the background and took only a minute; erasing took only a few minutes. This was the DVD+RW format, whose logo still appears even on the DVD+R dye-based, write-once discs that the market insisted they introduce soon after the DVD+RW. The chief difference between DVD+R and DVD-R is that the +R uses a high frequency modulated wobble in the tracking groove to provide address information rather than the DVD-R pre-pits. In practical terms, there is no real difference between the two. However, DVD+RW is far more practical to use as eaither a data or video medium than the DVD-RW, whose design makes it suitable mostly for sequential video recording.
