Plextor PX-880SA not reading Windows 7 oem dvd

I just bought the PX-880SA and Windows 7 Home Premium 64 oem dvd for my desktop and it will not read it. They are both brand new. It will not boot from it and in Windows it says there is no disk. Plex Utilities says no disk either when trying to view the contents.

(Disk) The dvd works in 2 other pcs (brand new Gateway laptop and 5 yr old Acer laptop), it will boot from it and access the files in Windows. I viewed it in a utility and it says the format is DVD-ROM.

(Drive) The PX-880sa drive appears to be working, it will boot from another disk (winXP cd) and within Windows, it will will play dvd movies and read other burned dvd data disks. I also installed Plex Utilities from it. I also installed Roxio Creator disk that came with it and it is DVD-ROM. It is burning fine too, I burned a data cd and data dvd and backed up a movie and it plays the original and the burned copy. I checked for firmware update and there is none so it is current.
