xp not recognizing my drive

I have a Emachine PC and for some reason my DVD drive doesn't operate anymore
I am getting the code 19 error about my registy issues, but everything I tried it doesn't aknowledge it. I can't update it since there is no disk for this PC, i tried uninstalling and re-installing it, restoring PC. I am out of ideas on what else to do.
This is what my PC recognizes my drive as:

HL-DT-ST DVDRAM GSA-H40N
ERROR:
Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

Click Troubleshoot to start the troubleshooter for this device. <===(this doesn't work)
