Best DVD Recorder

Hi i'm thinking about buying a new DVD Recorder with hard disc space i want to transfer some old holiday movies and other stuff on to DVD without losing quality. I dont want to copy the video to another video and edit it and then transfer it to the hard drive on the dvd recorder and then record it to dvd.
Which dvd recorder are able to edit bits out when you copy the video tapes to dvd recorder hardrive and
thern record it on to disc. I also have 2 tapes from the U.S that are NTSC can they be transfered on to disc they not copywrited material just recorded in NTSC as most of my videos are Pal format.Does any DVD Recorder do both ? Anyone have any info would be great
