Error: DVD Copy Protection Initialization Failed

Does someone have an explanation for this error? My system is a PIII-1GHz with 512 of RAM and lots of HD space; PC-DVD 12X, on WIN ME, ATI Radeon VE Graphics card; and WinTV tuner card.

It is a clean, mean machine, and this is one of the few problems I have had.

Needless to say, it is driving me crazy because I cannot view the DVD's.
