after taking a video file and converting it using tmpgenc and finally eventually putting it on a dvd, i find that it tends to pause momentarily and then resume, leaving a several-second gap in between on the disc. the same thing happened when i copied a real movie. is this preventable?

My first suggestion would be to pick up a couple pieces of quality media such as Verbatim DataLifePlus or Maxell, both of which you can find in most big stores. The reason I'm suggesting this is because low quality media is the most common cause of skipping or freezing.
It's also possible that a firmware update may help the situation. You can use Nero Info Tool to find out the exact make/model drive and firmware version :)
