Best Menu/Authoring Software for PC ?

Hello -

What is the best menu creator / dvd authoring software for windows? Maybe we can have 2 categories.

1 - Money is no object
2 - Reasonably priced

I use VideoPack 5 simply because it allows easy chapter creation. Reeldvd, ulead, and spruceup all have poor playback/chapter creation tools.
The downside is that my discs dont play in sony (and other) dvd players. They work fine in pioneer and apex

Money and capacity to learn is no object - Scenarist.

I almost went insane trying to set chapters using SpruceUp.
