Is it possible to back up a PS2 CDR Game (Virtua Tennis 2) onto a DVD?,

Yes, but it's extremely complicated if you're not experience with hex editors and PS2 programming. Easier to just burn to a CD. By any chance are we talking about DVD rips?

Can't you just copy the image using Alchohol 120% and add a dummy file ?

No, you will need to patch the game to change all of the CD checks to DVD checks otherwise the game will check what kind of media you burned it onto and then fail. If you're trying to boot DVD rips with Swap Magic you will need to buy Breaker Pro to use as a TOC refresh disc.
