my PC won't boot

I turned on my PC and nothing showed up on the monitor. I swapped the video card with a card from an older PC and now when my PC starts up, on the monitor I see that it tests the memory and then both hard drives and they are listed as OK and it beeps once. Then it stops right there. It doesn't get to the point of attempting to boot from a floppy or hard drive. I tried disconnecting one or the other hard drives and CD and Floppy drives but it didn't help. Any ideas? What should I try?
