Hi, I was planning on buying a DVD recorder without HDD due to my budget. Would it be possible to record from a DVD recorder and then put the DVD into DVD-rom on a PC and rip the DVD to edit the movie?
Are there any known problems with doing this? any picture quality change?

That depends.

What format are you burning to on your DVD recorder? And more importantly, what formats can your DVD drive on your PC read? If you burn to DVD-R, then that should work just fine. If it is DVD-RAM, you are less likely to be able to read it on your PC unless your drive specifically reads that format.

After that, use Smart Ripper or a similar product to extract the VOB file from the DVD, and then use TMPGEnc or its equivalent to convert the VOB file into an mpeg file. Once you have the mpeg file, you can then edit it in a video editor. Your quality should be the same as what you see on the DVD until you get to the point where you edit the video and possibly convert it to some other format. At that point, video and audio codecs come into play and that definitely can affect the quality.

if you finalize your dvd from the recorder, it should play fine in pc no matter whether its an -r or +r. once finalized the dvd -/+ r becomes a dvd-video.

you can then use two excellent free programs to re-process your dvd. in pc, import your dvd into DVD Shrink, where you can edit what you want. then backup and burn in shrink by choosing the option "iso image, then burn with DVD DECRYPTER"
