does anyone know of a program to make a slideshow dvd playable in dvd players out of digital pictures and be able to set a time interval to switch pictures and possibally add text to the bottom of the screen

Try Magix, Photo's on CD & DVD 2, available either online at Magix website or PC world etc. here in Uk, costs around £29.

pretty straight forward is use and burn. You can add text, music and it has dozens of effects built in.
