Burning VCD-compatible Files to DVD's AS IS

I am looking for a program that lets you burn VCD-compatible MPEG-1 video files to DVD media with menu screens without having to resample the audio tracks at 48 KHz for compatibility with DVD authoring software. For example, Nero 6 Express does not allow the video/pictures>video CD option if you select DVD media for your burn drive. I tried to create an over-capacity VCD with CD-R media selected and got an "unsupported operation" error. I don't need chapterization of the video files, just to be able to select and play tracks from a menu screen like a 700 MB VCD, only with 4.39 GB capacity. Is there a way to do this? There is an option to check media type in Nero 6 Express and I'm going to try deselecting that next. Thank you.
