Emprex DVD-RW Drive Speeds

I have an Emprex 4x DVD+/-RW drive installed in my PC, and for some reason it refuses to write at any speed below 2x. I know I should be happy, but when I am backing up my videos, I would like to burn at 1x speed and that just isn't an option. The programs I have used (with same results) are Nero 6.x and DVD Shrink 3.1. It doesn't even matter which media I use, even 1x-only media write at 2x speed. Any suggestions as to how to reduce/lock the write speed to 1x?

P4 2.4ghz CPU
512Mb DDR PC3200
160Gb, 120Gb, 60Gb HD
ATI AIW Radeon 8500 AGP
Mitsumi 54/32/54x CDRW
Emprex 4x DVD+/-RW
