PAL TO DVD Conversion

I would like to convert a PAL DVD to a NTSC DVD using a method previously described here. I would like to use the AVISynth.exe to slow down the PAL 25 fps to 23.976 fps and then encode to NTSC at 29.976 fps with 2:3 Pulldown Flags. If possible, I would like to use DVDDecripter in the process.
Can anyone tell me the details of this process with the sequence of programs to use and how? I would be grateful!!
