I got the DNS Server Error Cant bind socket

Ok to start with im going to tell u all that im from Sweden, so my English is not that great and I guess it can be hard to understand some times.

So whats my problem? O yes its the famous dns server error =P. Im using CubeSoft Phoenix v2.3 with PSUL 1.1/PSOLoad v2.0 but none of them works. What ever I do I get the dns server error > Cant bind socket.

Atm I use a netgear router/gateway, that dosent work. I have tried with a D-link hub, that dosent work. I have done it without a network, same error. I turned on/off the DNS client service. I tried with IP 192.168.1.100, and much more.

I guess it dont got to do with my network or my router/gateway/hub. I think its something with my computer software, but what? If some one dont know what I should do, I need to do a win reinstall and hope it gets fixed =/. I run windows xp sp2, the firewall is turned off.

Please help me =P.
