I can't burn at 1x, only 2.4x, whats wrong?

on DVD Decrypter I put my write speed on 1x but when it starts burning it says "actual write speed 2.4x", and on Alcohol if I choose 2x it says the same thing and puts it on 2.4x... is it a hardware problem or media or what?

yep, +r can only go as low as 2.4x (that should be slow enough anyways).

I'm using RitekG04 dvd-rs, the lowest they can go is 2x

with TDK -r it burnt at 2.4x min, RitekG04 -r burns at 2x min, but the guy I got it from says he could burn the G04 at 1x with Nero , I can't, is it my burner?
