In order to accomplish what you wish you will find yourself performing this task with virtually every game you get. This is the most basic of tasks and I would strongly suggest that you read the documentation that comes with WinRAR and learn that program inside-out. When you open a file with WinRAR there are icons at the top for performing these basic tasks.

I'm new at backing up ps2 games. What is the correct read speed when using DVD Decrypter for backing up ps2 games ?

I think you mean the write speed, set the write speed to 1x if your using dvd-r or I think 2.4 if your using dvd+r basically set the write speed as slow as possible

A .iso file of a PS2 DVD can be as high as ~4.5GB... I doubt anyone is going to want to transfer that much data simply because you can't extract an archive on your own.
If you have a .rar archive that contains a compressed .iso file, all you have to do is extract the archive using WinRAR. If the archive does indeed contain a .iso file, extracting the archive will give you that .iso file and perhaps a few .txt files. Hence it should be easy to recognize what file is the .iso file.
If you are having problems with WinRAR, I recommend using an online FAQ.

when u have winrar the file u are looking to extract will look like 3 books stacked up. Simply right click and select the winrar icon that says extract here.
If you get a bin + cue burn the cue file with Alcohol 120%, if its MDF + MDS, burn the MDS with DVD Decrypter. That is the simplest way to do it. Well you can use alcohol for both, but I do it that way.

Jeeze Flyersman,
1. Open up the folder which you downloaded the RAR to.
2. Double click on the file with the *****.rar extension. (***** signifies the file name.)
3. winRAR will open and you will see in the main window the files that were in the RAR.
4. drag and drop (left click on the file and drag it out of the winRAR window to the destination directory)the files to a folder or the desktop whatever is easiest.
5. you will probably have 3 files, a bin, a cue and and nfo. (the bin/cue may be named *****.iso) the .iso file is the image you want to burn.
6. Open up your burning program. Chances are the file you downloaded (being only 620mb) is a CD image not a DVD. So use a CD burning program. Whatever you fancy.
7. DONE!
