I am planning to buy an amp with an aux and link it to my PC to play my mp3s. I also need some speakers. The only other separate I would want would be a tuner.

Rather than having to buy a tuner does anyone know if it is possible to get full digi radio on your pc and how to do it?

Try this link. It has has info how to setup FM radio on your PC, as well as links to various manufacturers that make the FM cards.

For the best quality mp3s use EAC (exact audio copy) to rip your audio CDs and LAME to encode them. Follow this guide:
