I have searched through the forum and I think that I have a solution to the above named programme.
Now I am no expert and have never posted here before but the problem was costing me a fortune in blank DVD's and got to such a point where backing up was impossible.
So here goes my 10 cents worth:
I am running a Packard Bell IGO 4451 laptop on XP SP2(* see footnote), With a Belkin PCMCIA USB 2.0 card(F5U222). I have a NEC DVD RW ND-3500AG, in an external enclosure.
Install (but dont use clone dvd 2), Go to settings in DVD Decrypter and click the I/O tab. Change SPTI-Microsoft to ElbyCDIO-Elaborate Bytes. Tested DVD-r on all levels and they all fail with the 'Semaphore Time Out' problem. But DVD+r is a different story. 100% sucess rate with all 4x DVD+r which play in my Pioneer DV 525 player which is old but very good. Don't know if this will help anyone, but hope so.

(* I had a hell of a trouble getting PCMCIA card to stop freezing the Laptop when I first tried to install it, but through sheer persistance tracked the problem down to the BIOS. There is a IGO 4000 series bios update which is available and is safe and solved the issues.)
