Hey I am wondering which PS2 CD-Based games will definitely work on DVD-R? I've heard that not all PS2 CD-Based games will work on DVD-R. Unless there's a program that lets me do that...

Zero, unless you know how to edit the game and change the cd checks to dvd checks. it can be done, but is not easy.
