Which is the best DVD recorder to purchase?

I'm sure that this has been discussed before so I apologize to bring it up again...

I am interested in copying my VCR tapes to DVD. I would like somthing that has the option to create chapter markings and make an opening menu. I will mostly be copying tapes of my kids, etc.

There seems to be a lot of choices and I don't know where to start. Do I get an all-in-one VCR player/DVD recorder? Do I get an external DVD writer (like HP dc3000/dc4000) and use the DVD writer on my laptop? Can I use a digital camcorder as a pass-through to get the analog signal into digital format? (I don't even know if the last option is possible - but it would be nice to get a digital camcorder as part of the package).

I am hoping to spend $150-$250 but am flexible if a little more money will buy me a lot more quality.
