Missing IFO files

I have a DVD backup in the following format:

VTS_01_1.VOB (1,048,574)
VTS_01_2.VOB (217,376)
VTS_02_1.VOB (1,048,574)
VTS_02_2.VOB (285,846)
VTS_02_0.IFO (36kb)
VTS_02_0.BUP (36kb)
VTS_03_1.VOB (1,048,574)
VTS_03_2.VOB (226,590)
VTS_03_0.IFO (36kb)
VTS_03_0.BUP (36kb)

These are all of the files I have so it looks like I am missing:

VTS_01_0.IFO
VTS_01_0.BUP
VTS_TS.IFO
VTS_TS.BUP

When I try to burn in Nero it gives the following message:

DVD-Video files compliance test failed. The resulting DVD-Video might be unplayable. Do you want to continue?

I tried rebuilding the missing IFO and BUP files with IFOEditor but still the same. I risked a burn with the added files but only the first section of the video would play.

Is this situation impossible to recover or am I just not doing things right here?

Your help would be appreciated as I do not want to lose this backup if possible.
