? MP3 will playback thru dvd player connected thru tv/
will play back on computer.
But when placing mp3 cd in mp3 cd player will not accept also when trying in 7" portable DVD player same results.

whats the specs on the mp3? some cheap mp3 players won't play VBR mp3s

For the best quality mp3s use EAC (exact audio copy) to rip your audio CDs and LAME to encode them. Follow this guide:

These were downloaded files all were tagged as such.
01 America - A Citizens Guide to Democracy Inaction.

The only one that plays is one that is tagged I believe like:
08_08_22 - A Citizens Guide to Democracy Inaction.
mp3
I think it's the way it's tagged.
Is there a tag program that will tag cd's properly when converted wav to mp3.

cd ripper programs like EAC will automatically tag the mp3, or you can get something like tag&rename or mp3tag and edit the tags manually.
