PS2 CD Booting using Gameshark + PnP key

I'm trying to play Ico, which I'm pretty sure is a CD PS2 game, on my PnP Key no solder modded PS2 using the gameshark swap method. I have tried both the white tab method and the holding down of the eject button method, but neither seems to work. The game doesn't lock up or anything, rather it just fails to boot and I get the red "Please insert Playstation or PS2 game" error. I used Nero to burn it, which has worked for me in the past with PS1 games, but I'm not sure if it is the same with PS2 CDs. Any help would be appreciated.
