If i put a dvd backup of a game on a cd, will ps2 play the game on the cd? lets say i wanted to put a grand theft auto ps2 game or another ps2 game that is in DVD format on a cd-r or cd. Would I be able to put a dvd-formatted game (like grand theft auto or something else) on a cd, and then play the game from the cd on a ps2?

2. No, it won't automatically work. The games have checks in the files that tell the ps2 if its dvd or cd, you have to change them for it to work.
the files that tell the ps2 if its a cd or a dvd i'm assuming are the cue files. And how do you change these cue files (or the files that tell the ps2 if its a cd or dvd) so that I can play the cd? Also, if the game is one .iso file, then how can there be another file for the .iso game that tells the ps2 if its a cd or dvd?
Like Sly said, GTA is 4.36GB, it will not fit onto a CD-R without deleting a lot of data from the image. Also, the DVD checks are built into the boot files in the image. The .cue files have nothing to do with it with regards to the PS2.

Not exactly. You create the cue or iso file, it just tells your computer what to burn to, it has nothing to do with the ps2. The files im talking about are the actual game files.
by the time someone spent heaps of time getting a 4+GB game onto a cd and having comprimised gameplay, they could go out and cut grass for a day, come back with 50 bucks and get 100 dvd-rs.
