Is it possible to make a dvd-r from a vcd or svcd without having to re-encode it as doing htis looses quality for example tmpgenc makes the file a little jumpy after re-encoding,

SVCDs are no-go, since their resolution is not compatible with DVD-Video specs (http://www.afterdawn.com/glossary/terms/dvd-video.cfm), but there are various tweaks that you can try in order to put SVCDs on DVD-R anyway, visit doom9 for some guides on this -- those are NOT likely to work on all players, but some more tolerant players _might_ play those SVCD-on-DVD tweaks.
