thats because your internet speed is being eaten up by the uploads
get NetLimiter (google it) and set the upload speed for Azureus whatever you want
Console: PS2 v7, 8MB Nyko MC, 32MB Max MC, 16MB Gameshark MC, Multitap, Sony Controller, Nyko Controller, AirFlow Controller
Chip: DMS4 E.Z.I. Pro, ToxicOS v0.41, 100GB HDD
Handheld: PSP Firmware v1.5, 32MB MS Pro Duo, 2GB MS Pro Duo
HomeBrew: DevHook v0.46 w/ GUI Mod & USB Mod, Firmware v2.71 Emulated

when you upload, it takes away some of your download speed as well.
set your upload at 1 kb and dont set your download at anything (untick it) and see what happens...

how many seeders and leechers are there on the file you are downloading?

thats because certain people have 'rules' on their clients Eg: if someone is only uploading at a maximum of 5 then they get slow speed, etc etc.
hmm, also - in the 'tracker status' column, what does it say?
what colour are the smiley faces next to your torrents?
and thirdly - what port are you using?

I know that may uploud should be set high but when I set it higher my download also stayed at 20 but upload was at a constant 40 so I used netlimiter to slow down the upload a little. I have it set at max 25 ,now my download whent up to 30 but it won't go any faster. both faces are green tracker is ok the file has 140 seeders and 43 leechers the port I'm using is 6881 .

ahh that may be it.
some ISPs are limiting the BW on those portz, plus some trackers are blocking those ports, its a common P2P port... try 6989, see if that works - without netlimiter.

Whatever you do, don?t use any of the following ports for torrents, ISP's are getting smarter and restricting bandwidth on these ports.
Direct Connect 411 - 413
Kazaa 1214
eDonkey 4662
Gnutella 6346 - 6347
WinMX 6699
BitTorrent 6881 - 6889
I recommend using a group of approx 10 ports (ish, one for each torrent) in the range 49152 through 65535, don?t forget your port forwarding (if you have a router) else torrent tracker may well reject your connection request. Some will also block you if you are using ports in the banned / restricted bandwidth range.
Have fun
:o)
