PAL to NTSC?

Hi,
Sorry if this is in the wrong section but I have a question about this. Is DVDShrink capable of making a DVD from PAL to NTSC.. since there are region settings.. although I am not sure as I haven't used it. If it is capable.. that would be really helpful :)! Does making it region free mean it will work in a NTSC or PAL player or does it just mean that its going to take off the Region limitations.. say if it's region 4 and PAL.. it will still work in PAL countries but in any PAL country and not neccesarily in region 4?

Shrink wil not conver from PAL to NTSC or visa versa.

It will remove the region code..
