I want to convert a series of mpeg to DVD format and burn them on DVDs, but I notice that the mpeg video has two languages, how can I convert them to DVD with only one language.

If I understood you correctly, it is common sense that it won't be possible to change a movie that has two different languages in it to a movie where everything is in one language.

for example: a movie with people speaking english and mexican.
not possibly: changing the movie where the mexican speakers have english words flowing out of their mouths.
