Jumping Avi's on TV out display from PC

In my house we watch a lot of downloaded movie files via the widescreen TV in our front room. We have always done this and have had very few problems with it. Recently the owner of the PC hooked up to the TV formatted his PC and now when we are watching Avi's (But not real media. Dunno about quicktime stuff yet and I think DVDs are immune) through the TV they will occasionally skip a few seconds. Both sound and picture jump ahead and remain in sync. This is really annoying and we do not know why it does it. It only appears to do it on the TV display. It doesnt seem to do it on the monitor when the TV is not connected. Dunno if it does when the TV is connected.

We have always watched movies on TV via this PC so we should not be having this problem. He has not changed any hardware. He did edit the windows installer so it would not install internet explorer, but he says that is the only change he made. I'm not sure I believe him though. He was talking about removing WMP, but I talked him out of that. We are using the same codec pack as before. We have tried multiple movie players and they all have the same problem.

Does anyone have any suggestions as to what could be wrong or how we could fix this. I'm sick of missing important plot points, or jumping past the punchlines and he is not prepared to seek help with this and doesn't know how to begin fixing it either.
