Combining vob files from two separate title numbers

Is there any way to combine two sets of vob files? Such as VTS_01_X.VOB and VTS_03_X.VOB. I am trying to include an extra short film (VTS_03_X.VOB) and add it on the end of the main title film (VTS_01X.VOB).

These have been ripped directly off the DVD9, with subs removed and just 1 audio stream. The menus are still present in VTS_01_0.VOB and want to remove them too.

Space is not an issue as the two sets of vob files only come to 4gb.

Can i add an extra chapter index at the end of the main film (VTS_01_X.VOB) so that is located at the start of the VTS_03_0.VOB short film??

Could this be done by encoding both parts separately using CCE and then combining the produced m2v files+audio in DVDMaestro, then IFOedit?
