i understand what an emulator does but do i download the games that i want for that system so they will play on my pc?

Depends... which system? Also, you must own the original cart/disc to dl the rom. Even then, this is a gray area. I would suggest trying a p2p app, searching for "Name of Game" rom, "Name of System" roms, or just roms Good luck.
