BT Problem - Not ISP, Not router, Not firewall, then what?

Recently, even after my ISP claims it has fully recovered from a problem with a submarine cable being damaged, my BitTorrent performance has never been the same again...

Plan: Cable - 25mbps down, 1mbps up.
Location: North
BT Down: 33 KBps
BT Up: 24 KBps

Called ISP and they say it isn't their fault. Other subscribers seem to have having smooth BTs. FTP and HTTP: getting 1.8MB/s down and 0.11MB/s up.
1. ISP isn't the culprit.

Could be torrent-inherent problems. Ran many different torrents from different trackers: Anime, Chinese, US and European. Ran torrents which had at least 500 seeds, 1000 clients. All performed similarly.
2. Torrents themselves aren't the problem.

Changed torrent clients: BitTornando, BitComet, Azureus. No change in BT performance.
3. Not the client at fault either.

Connected computer directly to modem. No change in BT performance.
4. Not port forwarding issue.

Turned off all Firewalls. No change in BT performance.
5. Not Firewall issue.

Any idea what else I can do? I'm quite desperate to solve this highly frustrating BT problem. I just can't figure out what's wrong.

I have to fight with my ISP all the fuck'in time. I'll call them and say what's up? And they say , what do you mean? and i say your fuck'in network is sooo god'am slow, I'd rather be on dial-up again. Oh , that's the first we heard of it. Yeah well, we'll look into it.

9 X outa 10 they call me back and thank me for pre-determining ( for them) that there is definetaly a problem ( on thier end of course ).

Worst part, I'm not even on Shaw Cable Canada's fuck'in payroll.

What's up with that?

So, I say AMIGO, change ISPS, and call the new one everyday to guarantee speeds up and down. Or tell them you want the advertised connection they provide that you're pay'in for:)


Cause in the end WE DO PAY FOR IT.
