nero reencodes my vcd's

I converted my avi to vcd using TMPGEnc and when I burn it with nero it reencodes my vcd. Can anyone tell my why and how to stop it from happening?

Also does anyone know which Authoring software supports chapters and what is the best in your opinion.

I quit using nero express and used nero, but will not overburn non standard vcd's. I overburned a bigger standard vcd no prob but cannot overburn this one. I will not give me the option. it is only 811 mb and I just got through burning a 835 mb vcd.

still interested in peoples opinions on other authoring software with chapters.
